On the morning of February 22, the group company held the 2016 annual summary and commendation conference. Chairman Zhang Peiliang delivered an important speech, Chairman Su Zhenjia presided over the meeting and gave a summary speech, and President Qu Jigang presented the 2016 work summary and 2017 work plan report. Senior leaders of the group company, heads of various units, as well as leaders at the ministerial level and representatives from various units attended the meeting.
At the meeting, Vice President Zhao Zhisheng read the group company's 2016 commendation decision, honoring 23 teams and 225 individuals.
President Qu Jigang represented the group company to present the 2016 work summary and 2017 work plan report. President Qu focused on the characteristics of the new normal in economic development and the key work of the group, providing a comprehensive summary of the development of various industries, deepening management reform, enhancing technological innovation capabilities, optimizing human resources, and managing safety production. He made a highly concise, objective, and accurate summary and evaluation of the group's work and development status over the past year. In 2016, faced with increasing economic downward pressure, all units, under the correct leadership of the group company, worked together to overcome difficulties and achieved the development goal of steady progress, significantly improving modern management levels and greatly enhancing industrial development potential. Our efforts in transformation and upgrading over the years have turned into new hopes for the company's better and faster development.
President Qu pointed out that while affirming achievements, we must also examine the market and make scientific judgments, fully grasping the problems and shortcomings that restrict our own development. Currently, the shortcomings of the group mainly manifest in: weak operational capabilities, low levels of industrial development and profitability, and a lack of ability and courage to operate large enterprises and large markets; weak technological innovation capabilities, a lack of technical backbone teams, and product development and technical support capabilities that cannot meet the needs of rapid enterprise development; basic management needs further strengthening, and control capabilities need further improvement. Regarding the key issues currently faced by the enterprise, President Qu has specifically deployed seven core tasks: "industrial operation development," "management system optimization," "technological capability construction," "human resource optimization," "safety production guarantee," "good style construction," and "enriching corporate culture connotation."
Chairman Zhang Peiliang delivered an important speech. He pointed out that due to domestic economic structural adjustments, coupled with insufficient global economic demand and weak investment, 2016 was the most difficult year since the establishment of the company. The enterprise faced unprecedented severe tests in production and operation, market sales, and financial balance. However, with the joint efforts of all cadres and employees of the company, everyone worked together to overcome various difficulties and ensured the development of the enterprise. Chairman Zhang emphasized that in 2017, the domestic and international economic situation will be even more severe. In the face of the "new normal" of development, the vast number of cadres and employees must strengthen their confidence, unite their efforts, face challenges head-on, and actively and proactively carry out various tasks.
Regarding the work in 2017, Chairman Zhang proposed the following requirements: recognize the major changes in policies and markets, grasp new development opportunities; quickly enhance core capabilities to achieve the strategic goals of "expanding, strengthening, and optimizing"; strengthen the construction of the leadership team's work style, creating a good atmosphere for entrepreneurship; cultivate a culture of lifelong learning within the enterprise and build an innovative talent team.
Chairman Zhang emphasized that how to grasp the major trends in the midst of significant changes, respond to major challenges in the midst of adjustments, and seize major opportunities in the midst of reforms is a major issue that the company must think about and address from a new starting point. In the era of great changes, leaders must have a broad vision, great wisdom, and a strong sense of responsibility. They should pay attention to the judgment of external situations, start from their own realities, clearly recognize the advantages and shortcomings of the enterprise and themselves, and formulate scientific development goals. Creating a brand-new business model, deeply implementing lean management, leveraging existing research and development platforms, and establishing diversified financing platforms are effective measures for the company to rapidly enhance management and technological strength, break through financial bottlenecks, and significantly enhance our core competitiveness, achieving the strategic goals of "expanding, strengthening, and optimizing" the enterprise. At the end of the meeting, Chairman Su Zhenjia gave a concluding speech.
